  • 依据:欧盟委员会官方年度进展报告口径;两项简化提案尚处立法程序,执法行动为委员会自行通报,暂无独立验证。

Commission Executive Vice-President for Tech Sovereignty, Security and Democracy Henna Virkkunen has recently transmitted her Annual Progress Report to the Council and the Parliament.

This Commission’s agenda of implementation and simplification was kicked off by the political guidelines adopted at the start of its mandate. Along with implementation dialogues, the Annual Progress Reports are embedded in the new working methods of this mandate of the Commission.

In her report, which covers the period from 1 August 2025 to 31 July 2026, Executive Vice-President Virkkunen highlights the main achievements and ongoing efforts, under her leadership, to simplify and enhance the efficiency of Europe’s digital rulebook. With this objective in mind, the Commission has notably put forward a Digital Simplification Package, including two legislative (omnibus) proposals, which provide a clear path for developing responsible AI in Europe, including when personal data is used, as well as measures to simplify compliance and interactions between businesses and administrations (European Business Wallets).

Significant efforts have also been put into effective implementation and enforcement of Europe’s digital rulebook, a priority for the Commission. For instance, the Commission has been very active with Member States to ensure their alignment with the European Media Freedom Act; it has set up the AI Act Service Desk and the Data Act Legal Helpdesk to help public authorities and other stakeholders understand and comply with the applicable requirements; it has also provided guidance in several areas to facilitate implementation. Where appropriate, the Commission took enforcement action against specific online platforms under the Digital Services Act and the Digital Markets Act, or against specific Member States, as in the case of cybersecurity legislation.

Looking forward, Executive Vice-President Virkkunen intends to pursue the thorough regulatory deep cleaning of Europe’s horizontal and sectoral digital legislation.
